My apartment manager has stolen my personal information to apply for a credit card?

I am a new tenant of this apartment complex for few weeks and last weekend I have found out from my bank that someone has applied to for a credit card using my personal data and have been issued a card to my new address before I have even move-in to this new place. The only person who had know this new address was the manager of the building when I have filled out an application for a credit check and myself.
The on-line credit card statement shows the transaction around the days when I have move to new address. I couldn’t have access to my mailbox because she had given me the wrong key and didn’t get the right key until a week after I have move in. When I called the owner of the building and told him what had happened and requested of my full refund on deposit and the rent, he neglects and refuses my request and saying that I can’t accuse someone without any evidence. My bank is in process of investigating this matter and I will have full report.
Could you help me if you know any..

    READ your lease, carefully
    go to the police with all the information and evidence
    go to an attorney & explain situation–have them write polite, business like letter to LL requesting full return of deposit and rent within 10 days, . . .go to small claims court for return of your money, plus court costs, attorney fees, and costs related to the credit card problems. . .there is circumstantial evidence as the information was in their hands, and LL as well as agent may be liable

    two things are “possibly” occurring here.
    Bank fraud and theft. Immediately
    call the police and ask to speak to a police
    officer. Maybe nothing has happened and
    maybe something has; that is for the police
    to decide and not you or i. LET them decide
    by filing a complaint!

    Your manager is correct. You are jumping the gun here, by operating on assumptions instead of on facts. Why don’t you wait until you have facts before you start accusing people ?

    Call the credit card company, notify them of the fraud, and then call the police and let them take over the prosecution of your case. You have good circumstances that may be quite enough.

    You must contact the Attorney General’s Office. The manager will do this to someone else unless you report it today. DOn’t delay. Write a letter to the owner of the apartment complex– not threatening… just explaining.
