Lydia

Call the credit bureau at the number on the letter Citi sent you. Ask them for a copy of your credit report and make sure you mention that you were turned down by Citi (you have a legal right to a free report because Citi used it in it's decsion to decline your app). Also, you may want to place a fraud alert on your credit report. With a fraud alert, credit can not be opened in your name without the creditor contacting you 1st.

Ruby

You're going to have to call the credit bureaus and speak to them in order to get access to your credit reports. They will ask you some questions to verify your identity, and/or they might ask you to send in some kind of documentation to prove that you are who you say you are.

Once you get copies of your credit reports, you'll need to dispute any items on them that do not belong to you.
